Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is allocated on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capability enabled by current data. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly transforms into grim resignation: perhaps the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.
Persistent Threats
Following this, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on international aid – a need that neighboring countries are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The 28-point plan from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, persist.
Political Considerations
It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington operates on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to force Russia to surrender the land that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not evolve additionally in its advantage in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a complete military breakdown until circumstances change in its benefit.
Current Realities
Factually, there are no real preconditions for a truce. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
